When to use the phrase, "I can't complain" in greeting?
One says, How are you?
The other says, I can't complain.
What does it mean?
Does it mean good? or not so good?
Please tell me an example of a situation.

It means: things are pretty normal, nothing exciting. There are some things troubling me, but they aren't a big problem, so I can't complain about that.
It doesn't way whether it is good or bad. You get that from the tone of voice.
