If the person is very close friend = YO TE AMO but if the person is only friend = TE QUIERO or ME GUSTAS

"I like you" translates to "Me caes bien". Unless you mean "I like you" romantically. Then you would use "Me gustas". "Yo te amo" = "I love you". "Yo te quiero" = "I love you". Sometimes like a very cose friend "loves" another friend. It's like casually saying "I love ya". "Me gustas" = "You are phyically / romantically attractive to me." This is the case in most Spanish speaking countries, but not all. To be safe, don't use "me gustas" unless you like them romantically.
