A paragraph is graphically separated from other paragraphs in a text by a tabulator or by taking it to the next line. A passage is not specifically graphically marked. You can have a small passage within a paragraph, or you can have a long passage containing several paragraphs.

A passage is an excerpt from a piece of literature, or the entire piece. For example, in school you are sometimes asked to write an essay using a passage from a book, such as The Wind in the Willows or Night. A passage might also be an article from a magazine or news story.
A paragraph is a group of sentences joined to express a single idea or similar ideas.

Passage is section of text; particularly a section of medium length while paragraph is one of several distinct subdivisions of a text intended to separate ideas; the beginning is usually marked by a new indented line.
