You seem happy refers to your mood. You sound happy refers to your voice.

sound = listen,
seem = general.
Both have the same result.
if you see someone smiling ... you cant say they sound happy, because they are not making any sounds (noise), therefore "you seem happy" is appropriate.
If they are laughing and joking, you can say "you sound happy".
