Maybe it refers to the catch-22 situation? If you provide us a context we'll figure it out.
A common example of a Catch 22 in real life is that you need experience to get a job, but you can't get a job without experience.
Logically stuck.
If we speak a bout a person 'a catch' is a person considered desirable as a partner or spouse.
If we speak about a catch-phrase.It is a fixed phrase which has gained media popularity and thus spreads into the wider culture. It is often based on a memorable jingle, slogan, stock response or quotation from an advertiser, a politician or an entertainer.
