what's the difference between "against the rules" and "break the rules"?

"against the rules" is an adverb, a property of action and "break the rules" is action itself i.e. "He acts against the rules" and "He breaks the rules"

When you break the rules, you are implicitly against them. 'to break the rules' indicates the action ,while 'be against the rules' indicates the state.
