I had a sanwich for breakfast today. It was so yummy that I can't believe it cost only 15k (about 60 cents). Generally, with less than 2$, you can have breakfast almost anything and anywhere in Vietnam. That is said, Vietnamese's food is not just tasty but cheap.

Just remember that the dollar sign ($) always goes before the number. Also, when we use the phrase "that said" it is used to introduce an opinion or thought that seems to go in a slightly different direction from what was just mentioned. It’s like saying, "Even though I said that…" or "However…" It’s a way to acknowledge a previous point but still give a slightly different or opposite idea right after it. So saying, "That said, Vietnamese food is not just tasty but cheap as well" would not fit with your previous sentence. For that reason I removed it.

I had a sandwich for breakfast today. It was so yummy that I could hardly believe it cost only 15k (about 60 cents). With under $2, you can have almost anything for breakfast anywhere in Vietnam. That said, Vietnamese food is not just tasty, but cheap too.
The clause
"you can have breakfast almost anything and anywhere in Vietnam"
is badly constructed. The direct object of the verb "have" seems to be
"anything and anywhere".
"Anything" can be a direct object since it is a noun, but "anywhere" is not a noun so it cannot be a direct object. The sentence needs to be more clearly worded to make it clear that "anywhere in Vietnam" is an adverbial phrase, not a noun phrase.
