Hi! How to understand “in a single bundle” in the following sentence?Is it an common expression or something like rhetoric?

‘Bundle’ is a normal word, but here its use is to disparage the behavior of the universities. Normally we think of bundles as applying to lower cost consumer items to increase the value of the sale - “Buy our bundle of 3 types of hair care products and save 20%! Traditionally universities educations aren’t viewed as ‘products’ to be bought so the word is surprising in this context. It’s suggesting that this type of marketing for universities is new.
