Yes, it means complete but complete fast and without much attention. Just get it done and over with fast. Like if someone very important wants to meet you, you “clear your schedule”. That means you cancel all appointments to be sure to meet the important person. Or “clear cutting” is when you cut down ALL the trees in the forest rather than just a few trees that would make the best timber, leaving other trees to grow. “Clear” is usually easy and drastic.
