What is more natural to say 'to persuade people into buying things' : 'to seduce shoppers', 'to lure shoppers' or 'to tempt shoppers'? For example here: "Retailers offer bigger Black Friday discounts to _____ shoppers."

I would say “to tempt shoppers”
The first option (persuade) is a bit wordy
“Seduce” has connotations that wouldn’t be appropriate in a retail setting.
Lure could work, but it would make more sense if it was something like “Black Friday deals are offered to lure shoppers into the store”.
Tempt is a pretty neutral and standard word to use here.

"Lure" and "tempt" are fine. "Seduce" works but it has connotations that you might wish to avoid. Another good word is "entice".

‘Tempt’ is maybe the best, but they’re all good.
‘to persuade people /shoppers to buy things’ [rather than ‘into buying things’]
‘into buying things’ is good, maybe better, with the other words - seduce, lure and tempt.
