She is not surprised at all. She drops jaws means that she causes other people's jaws to drop. She surprises other people.
Her look (appearance, outfit, hair, makeup) is stunning and makes people's jaws drop.
This is a slightly unusual sentence for regular English, but a very normal.one for journalism. News sources use their own very particular structures and vocabulary.
