If you don't like 'neglectful', you could use 'uncaring'.

I would think it means the mother is acting differently that what contrary belief states a mother should behave . A mother is supposed to be caring, nurturing and protective but is acting differently that contrary belief.

The ‘official’ word would be ‘negligent’, but I don’t think it’s quite right to consider it as the opposite of overprotective, as its connotations go further than not taking sufficient care.

Here 'lame' means something like 'inept' or 'lacking in ability'.  It is considered an impolite use of the word.
