Cold is colder.
Chilly would’ve when it’s a bit windy or when temperatures start to drop a bit maybe at night.

'Chilly' is less cold than 'cold'. Temperatures go from least to most cold:
Cool (This is a positive word - a cool temperature is considered a good thing.)
Chilly
Cold
Freezing
This only describes how the words compare to each other. It is impossible to attach objective temperatures to them because people's temperature perception varies depending on the climate where they live, what temperature they prefer, what they're used to.
What is 'chilly' to somebody from Norway might be absolutely freezing to somebody from southern Greece :)

'Chilly' is a colloquial word for cold : 'put on a sweater, it's chilly outside this morning'.

I would say “chilly” is the less extreme word. Chilly essentially means “slightly cold.”

I would say "cold" is colder. To me, "chilly" describes weather that is of "less than average temperature" but it wouldn't necessarily mean that it is particularly cold.
In my opinion, "cold climate" is like what you would experience in Antarctica or Siberia, while "chilly weather" is that which you could find on a snowy day in the UK.
