The answer to this question depends on what kind of reasons are causing this problem. Specifically, in some regions people commit crimes because the judicial system doesn't work well and in other regions it can be because of poverty etc.. All these phenomenon's have the same essential logic, that at least for some people the crime is more beneficial than the risks. Therefore, the most effective way to reduce crime is to find out the reason why for some crimes can be more beneficial than legal affairs. There might be multiple reasons and we should think them over one by one. Finally then, we might be able to have a feasible plan that doesn't trigger other crimes.
