The first sentence is not right. You can say “we don’t have a second chance,” but not “we have not second chance.” The second sentence is correct. We can use the word “no” before a noun to make the sentence negative. “Not” does not serve this same adjectival function. “There is some possibility of success” -> “There is no possibility of success” “They have a reason to be upset” -> “They have no reason to be upset” “We have a second chance” -> “We have no second chance”

"We have not a second" is correct but not common. It's only used in British English. Like " I have not a car."

The first one isn't correct. The second one is the only one that's a complete sentence.
