I'd say it's definitely a commodity, we should be able to restrict people from the internet if them using it would be dangerous. Cyber-criminals, cyber-terrorists and the like.We don't need the internet to survive.

Though if someone is a normal person with no bad intentions in your internet use then sure, there's no reason to disallow them from the internet.

I think it is still considered a commodity although many people believe it should be a given right. It would also depend what country you are in.

I believe everyone should have the right to access the internet.
