Language exchange is the best way to learn any language. But unfortunately there is no native English speaker who is interested to learn my native language.
So, What can I do now?? Should I try to find out someone who have the same goal of learning English? Will it be effective to improve my English??
My best partner for practice english is a russian guy. The main problem to gain fluency is not the level of our grammar or our vocabulary: is the shame of speaking. Then if you find people who can speak a minimum, you should take advantage of it.

Often, speaking with non native speakers can actually be more helpful for you for 2 reasons. First, a native speaker may never correct your mistakes, and second, with a non native speaker you both will be more engaged in the conversation since both of you don't speak English very easily. So don't be discouraged, and go find some fellow English learners to practice with! =)
