Both "tidy" and "neat" mean arranging things in order. "Tidy" has more word forms comparing to "neat". "Tidy" can be used as an adjective and a verb; while "neat" is usually an adjective. Here are some examples:

They mean the same thing. Also, both tidy and neat can be used to describe a person. "She is a tidy person." or "He is a neat person." But tidy is an action and neat is not. "I will tidy up my bedroom." Neat can not be used in the same way.
