Correct phrases:
THERE will be RAIN (noun) tomorrow. [= IT will RAIN (verb) tomorrow.]
IT will be RAINY (adjective) tomorrow. [= IT will be A RAINY DAY tomorrow.]

Incorrect phrase:
___ will be rain tomorrow PERIOD but it won't too heavy.

Correction:
THERE will be rain tomorrow COMMA but it won't BE too heavy.

Second question: It will be sunny ...

Correct versions:
It will be sunny in X tomorrow.
It will be sunny tomorrow in X.
Tomorrow, it will be sunny in X.

As Som mentioned, all of these are correct.

The most common pattern in English is [subject/verb/objects] [place] [time] [purpose/reason].
Example:
My wie and I ate dinner at her favorite restaurant on Friday because it was her birthday.
My wie and I ate dinner <<== subject/verb/direct object
at her favorite restaurant <<== place
on Friday <<== time
because it was her birthday. << reason

For style, other combinations are correct.
On Friday, my wife and I ate dinner at her favorite restaurant because it was her birthday.
For her birthday, my wife and I ate dinner at her favorite restaurant on Friday.

The order of adverbs and adjectives are not controlled by rules, but there are some practices/habits that help us place adjectives and adverbs in the right order (the right order is often related to how correct the order sounds).


If a sentence uses two or more adverbs, it is good to use the following order to sound natural:

manner (how), place (where), frequency (how often), time (when), reason/purpose (why)


For example:

• She runs  quickly  outside   every morning   before   school   to lose weight.
                  HOW   WHERE  HOW OFTEN    WHEN              WHY

• The teacher gives instructions loudly in the classroom at the end of the day as the students prepare to go home.

• Tim reads at the library each day after lunch.
 


When there is more than one of the same type of adverb, we order them based on how specific the information is. The most specific adverb is placed first.

• She runs outside at 6:30 a.m. (more specific) before school (less specific) to lose weight.

• Tim reads on the floor (more specific) in his bedroom (less specific) after lunch.
