I'm not a native speaker and my French is not that good but I think it's "je ne t'ai pas vu". If I were you I'd double check though. Cheers!

Ainsi, Belgique etant feminin, il faut accorder le participe passe: Belgique, il y a longtemps que je ne t'ai pas vue.

ne pas oublier l'accord du participe passe (vu) avec l'objet (t'). Si ce dernier est feminin, alors --> vue:
Cecile, il ya longtemps que je ne t'ai pas vue.
