This is such a bad song. Please don't trouble yourself to understand it. The majority simply makes fun of it's simpleton lyrics. It's "popular" because it's so bad.

"gotta get down on Friday" means:
Subject: understood "I"
Gotta = Have to
Get down = party/relax/have a good time
on Friday = All of this will occur on Friday
It really doesn't have that deep of a meaning other than it's literal meaning. She wants to party on Friday... woooo

I don't know the song, but people will say 'gatta get down' when they mean they should do something.
By itself, it would mean that the person wants to party and or dance.
