Ici, "quelque" est un adverbe, et ainsi invariable.
Toutefois, la construction " quelque + adj./ adv. + que... + verbe(subjonctif)" s'utilise rarement. Elle s'avère équivalente à "tout/si/aussi... que":
Tout savants qu'ils soient,...

OUI, it is the second answer because we can say or write
"N'importe le quel de ces savants"

first one, 'ils' qualify the 'savants' and 'quelques' quality the noun 'savants'

clearly it is "masculin pluriel" because of 'ils'

oh well, I am not native French speaker, so there might be exceptions,
but French usually follows 'wrtten' logic only
