I believe you are asking about the different usage of the verb "want". If it means to desire, a transitive verb, one frequently says "I want to go" or "I want to eat". The object is an infinitive. If the object is a noun, then one might say "I want food". Much less frequently people might say "want", meaning "lack", such as "the plan is wanting", but I think this usage is not common.

Pretty simple. "want to (action)": I want to talk. "want (thing)": I want money.
