I don't know about finding language websites for Chinese to English learners, but there are many websites for English to Korean learners, like myself. Perhaps if you look up 'Learn English free" some websites might come up that can help. Also there is a website called 'Memrise' that may have lessens that could help. It is an English base site, but I think it may have other language options. Once you know the basics of reading and writing you could write to people and hep them learn chinese in exchange for English help, or look for Skype/webcam partners. This is just how I learn, other people may have other ideas.
