What question can this sentence be an anwer to?
If someone asks me "where are you from?", can I answer "I'm British"?
"Where are you from" seems to mean "What's your hometown".

No, you say: I'm from England.
If they say, " What is your nationality?" then you answer, " I am British, I am Chinese etc"
"Where are you from" means What country are you from?
Your answer: I'm from England, I'm from China etc
What's your home town/city ?
Your answer: I'm from London, Paris, Beijing etc

If you come from the UK you can say I'm British. You would say I'm Chinese.
So if you are Chinese but live in the UK when someone asks you where you are from you would say I'm Chinese but I live in London/Birmingham (or whatever town you live in)..... or.....
I'm Chinese but I live in the UK ... use this if you are speaking to someone outside the UK.

It is an OK answer to the question 'Where are you from?' in the sense that it gives you the required information. You therefore know that this person is from Britain. But technically it answers the question 'What is your nationality?' (this is a weirdly formal question for conversation, though.)
'Where are you from?' really depends on context. If a non-British person asks me this, or I am asked this question while outside of Britain, I'll assume they want to know which country I come from so I'll say 'I'm from England'. If a British person asks me, or I am asked inside of Britain, I'll say 'I'm from Newcastle'.
