"I can't make ends meet!" = "I don't have enough to make them meet" = "I don't have enough (money for daily living)."
Basically, if you can't make ends meet you have financial difficulties. If you manage to make ends meet, it means you have just enough to pay rent, bills, and eat.

I cannot meet my living expenses with the money that I have.
It is usually used when a person is not earning much money and cannot pay all of their small expenses. However, you could use it for a person that spent a lot of money.
