不懂means you dont understand sth 不了解means you are not acquainted with sth see the difference?

when you want to say "I know nothing about it",you can use the phrase不了解. when you feel confused or simply do not know ,use不懂. 不懂 connects about the reason in something.

and there's also 不明白 懂 is about using the senses, like 看懂，听丁 了解 is about the experience 明白is about the consequences
