what is UTC time if my time is 1pm west coast USA and i am expecting a skype call from Rome
i missed my first lesson because i don't understand the UTC time difference.
i do know that if is 1PM my time in Portland, Oregon then it is 10 PM in Rome, Italy.
But what is UTC time?

If you are in west cost (i.e. LosAngeles) and it's 1pm...in Rome it's 10 pm
