"cut off" is a vague phrasal verb that can sometimes mean exclude or isolate (on a deserted island cut off from society), but can also mean interrupt and can also mean to stop giving financial support. In this case, it either means Mrs. Joe didn't let them have any breakfast at all, or else she made them stop eating after they'd only had a few bites. I don't remember the scene clearly but I'm sure you can tell from the context which meaning is correct. Based on the context, "cramming and busting and washing up" must be chores that Mrs. Joe would have to do after breakfast. I know that "washing up" is British English for doing/washing the dishes. To be honest I'm not sure what "cramming and busting" mean here! :)

It is hard to guess as I don't know what this story is about. Is it about a wedding/function that is about to take place and Mrs Joe is upset about all the extra work she will have to do? Just to back up what the other answers have said... The adverb "unceremoniously" almost certainly makes "to be cut off" in this sentence mean "to stop in the middle" rather than "to not allow to start".
