Between these two forms of the imperfective subjunctive there is no difference in the meaning, though there is a difference in the way they are used. The "ra" form is a lot more common than the "se" form. Thus the "se" form is preferred for VERY formal communication. Though some people use it in friendly context and it viewed as "well educated person".

Significan lo mismo ambos implican una condicionalidad, otro ejemplo si él se quedase, si él se quedara Si yo escuchase, si yo escuchara

Como ya han comentado las personas aquí el significado es el mismo. Solo que por lo menos en el español de México la forma de "hablase" no se usa ni si quiera para hacerlo más formal .
