When should I say "you and I" and "you and ME"?
What's the difference between "I" and "me" in that case?

"I" is a subject pronoun. So you use it as the subject of a sentence.
"Me" is an object pronoun. You use it when you want to refer to yourself as an object.
You played tennis. I played tennis. You and I played tennis. "You" and "I" are the subjects of the sentence.
He cooked dinner for you. He cooked dinner for me. He cooked dinner for you and me. "You" and "me" are the objects of the sentence.
You will often find "you and me" after a preposition, like "for", "to", etc. You will NEVER use "I" after a preposition.
He gave the ball to I. WRONG
He gave the ball to me. CORRECT
Me played tennis. WRONG
I played tennis. CORRECT

This is a difficult one and a lot of native English speakers get it wrong.
John and I went to the shops
Me and John went to the shops
Perhaps you and I should wait here for Jane?
What if you and me waited here for Jane?
In spoken language I'd say 'me' is more commonly used, but local dialect could account for that.
You could never say 'I and you', in that context the I always must come after the you.
Someone may be able to give you a grammatically correct response, but you'd be understood which ever way you said it.
