It's an older form of the verb 'to run'. You only find it in older literary texts that give phrases like 'My cup runneth over' (which is a quotation from an old translation of the Bible). You almost certainly never use it in everyday speech. When people use it, the implication is they're being funny or ironic because it sounds very elaborate in common usage.
