I would use "bore" to describe a person, e.g He's such a bore. I wouldn't use it to replace something that I'm describing as boring, e.g This film is boring NOT this film is a bore. Hope this helps :)

I wouldn't personally but some people would. I'd guess most people would say "It's boring" but either term is OK.

I don't use bore either. And most people do say boring.
