Not sure what you mean by a "tooth law." Maybe you mean a "toothless law," which would mean the same thing as "a law without teeth," meaning a law that ineffective -- almost a waste of time -- because it is nearly impossible to be enforced. A "law with teeth" would be one that is able to be enforced, but more often we use the negative form of the phrase.
