How would you explain this sentence? The outer part of the market has stalls selling leather goods, teakettles, every earthly thing for anyone that still has a nickel to rub against a dime. Inedibles are sold on the outside of the market, comestibles in the interior. How would you explain this sentence: a nickel to rub against a dime? Thanks!

The sentence, "For anyone that still has a nickel to rub against a dime." means anyone that still has money. It seems to come from the expression, "Does NOT have two pennies to rub together." Which means the person is very poor.
