je ne sais pas , pourquoi le verbe '' pleuvoir '' est seulement conjugaison le 1er radical ?

What do you mean by "1er radical" ?
C'est un verbe du 3ème groupe et impersonnel
Il se conjugue avec la 3ème personne du singulier, et cela donne il pleut( = it rains.) au présent de l'indicatif.
Au subjonctif on entend la fin du mot : qu'il pleuve et aussi au participe présent :pleuvant

because "I / you / he / she / we / they rain" doesn't make sense. ONLY one case: it rains.
