I have 2 English questions in the following paragraph

1 I am wondering why it's " is spread your risk" but not " is to spread your risk"
2/ what's the meaning of " set up as " and how to with it make a sentence ?

"The golden rule here is spread your risk" - the "spread your risk" part is an instruction, so we use imperative mood.
The meaning of "set (person) up" means to put that person in a certain position or circumstance. The "as" belongs to the next clause. "You're setting yourself up as a hostage to fortune." "You're setting yourself up for failure." "You're setting yourself up to succeed."
