Илчлэх means "to reveal" as in revealing something that somebody was trying to hide, or revealing somebody's hidden intention. The whole sentence can be translated as "Lying is stupid because you could be revealed on the spot." I feel like there should be an English word that fits better than "to reveal" but I cannot come up with a better one at the moment.
