The subject is perfect tense and there are several timelines about how should you use them. I think it's not a simple subject to learn quickly.
1. I have been told u. (Present perfect tense - The point is, the person you're talking to is aware of what you told them. It doesn't matter when did you tell them, the time is uncertain but they're STILL aware and that's the matter.)
2. I had been told u. (Past perfect tense - The thing is, the action is finished until the time you're talking about. You can usually use it to express an action already happened before something else happened.)
3. I have been telling u. (Present perfect tense - You started telling them some time ago and you're STILL telling them. The action is not over until now.)
4. I told u. (Past tense - It's not a feature of perfect tense, you told someting and the action ended at that moment. Didn't last for a while.)
