Hi Abdullah, good question! You're right, סוף כל סוף and סוף סוף mean both "finally". In my opinion there isn't really a big difference and I would use them interchangeably. I'd say that סוף סוף is more commonly used and סוף כל סוף shows kind of more impatience and relief that something has finally happened.
