I think it is the net weight without the rider on it (but I'm not sure where weights of accessories and fuels for example are also excluded), I couldn't find a definition on the internet.

Answer

"Running weight" is the weight of a motorcycle without rider, but with a full tank of fuel. Without both rider and gas you'd have the "dry weight" of the machine.
