I agree with Vanst on the second point.
Concerning the first point, I don't think you can associate "Salut" to certain type of people (colleagues, neighbours, family).
A good rule, in my opinion, would be: if you say "tu" to someone, you can probably say "Salut" as well.
For example I say "tu" (and Salut) to my boss (n+1), even though he's older, because I work with him on a daily basis, and we get along very well. Same thing with my colleagues. But some other colleagues (who I don't see as often, and are older) I use "vous" (+ bonjour)
Same thing with neighbours, it all depends how often you see them, and how you act with them: if it's only "hello" now and then keep it to vous/bonjour, if you invite them to watch tv and have a few beers, you can probably go for tu/salut.
If you're not sure, say Bonjour ;-)

There are two main distinctions to keep in mind.
1.
- "Salut" is informal and should be reserved for friends, relatives or close colleagues.
- "Bonjour" can be used in formal and informal settings. This is the usual greeting in everyday life (e.g. with neighbours, shop keepers, etc.). In case of doubt, go for "bonjour". If you don't know the person, of if it's your superior, "bonjour" is the right choice.
2.
- "Salut" could mean either "bonjour" or "au revoir". You can use it when you meet or when you leave somebody.
- "Bonjour" is only fit when you meet someone.
Hope it helps !
