Is the sentence "No hard feelings" only used to say "I'm not angry" ?
Can I use it referring to others feelings?

Usually we use this expression to show somebody that we forgive them about something that happens.For example if we have an argument or a disagreement with someone and we were angry with them,but then we want to end the argument we will say ,"It's ok, no hard feelings" it means we want to move on and forget about what happened between us.

It can refer to any negative feelings that you might have as a reaction to something that another person has said or done. It can mean 'I'm not angry, hurt, upset, resentful, insulted, offended...' .
Note that you can also use it as a question. If you say 'No hard feelings?' , you are checking that the other person isn't annoyed, hurt etc.
And one bonus tip... it's 'other feelings', not 'others feelings'. In this sentence, you're using 'other' as an adjective, and - as you know - one wonderfully easy thing about the English language is the fact that our adjectives are invariable.
Other feeling, other feelings. It doesn't change.

I will add, however, that in the USA, this phrase seems to be used most often as a question: "No hard feelings?"
In this case, it means that perhaps you've treated a friend a little badly, and you're really saying, "I hope you're not angry with me....please put my conscience at ease, and tell me you forgive me."
