in Spain, "gorro" refers to any hat of any kind (winter hats, sports hats...).
"Gorra", on the other hand, refers specifically to a beisball or cycling cap, that is, those that have a visor to protect the eyes from the sun glare

El gorro se utiliza para cubrirte la cabeza cuando hace frío mientras que la gorra sirve para cubrir la cabeza también y proteger los ojos del sol con la visera.

El gorro se utiliza para abrigar la cabeza y no tiene visera. La gorra se usa para cubrirla y sí tiene visera.
Aunque se utilizan también como complemento de moda, podríamos decir que el gorro se usa para el frío y la gorra para el sol.
