the meaning is clear, but we probably wouldn't put it that way. 'Build muscle' would be more common. Can't say for sure as I don't think I have ever seen a product which promises to give you larger breasts (except for surgery), but perhaps something like 'enhance your breast size', 'increase your bust' - something like that.
