Oops, I stand corrected. Yes, it's kisses (hugs is "o"), but it's still not exclusive to British English.

Those xxx mean "kisses". It is somewhat similar to Chinese 么么哒.
ooo means "hugs" by the way. And "xoxox" means "hugs and kisses".
These things are also used in the US and Canada.
