The literal translation is "The first chapter"
'제' is sometimes used in front of numbers to create a noun starting with numbers. Similar to the customary use of 'the' in front of numbering orders in English. ex) the first, the second, and so on
'과' means chapter, section, or department. It can be used as a standalone word.
