Senence meaning
'He looks poised to be impreached over dodgy government accounting.'
Does this sentence mean 'he is about to be accused for the accounting problem'? I'm not quite sure how the word 'poised' is used in the sentence above.

Poised means "about to"
Imagine runners in the Olympics. Before they are running they are poised to run.
