Que exactamente quiere decir "ojalá y así sea" - es lo mismo que "ojalá que así sea" o "ojalá sea así"?

Las tres frases, significan lo mismo... el orden de sus elementos, en este caso, no cambia el significado de la frase.

Ojalá y así sea means "Hopefully and may it be". I don't understand the second part of your question.
