"Now (at this moment) it's raining heavily at Chennai in India" If rewrite the sentence or inform my friends, then what will be the sentence.My sentences are below:
1. Heavy rains continue. (If it is used please tell me why?)
2. Heavy rains are continuing. (If it is used please tell me why?)

These sentences have a journalistic, reporting style and I can't imagine using them in everyday speech in the UK.
You could naturally use the present simple for headlines or paragraph titles which often have an abbreviated style. You could naturally use "are continuing" in the main text of the article.

You can say either of these and be correct.
I would say "It's raining heavily in (not at) in Chennai in India"
